Syria denounces Arab League for telling Assad to quit (Reuters)

BEIRUT (Reuters) ? Syria Monday rebuffed as a "conspiracy" an Arab League call for President Bashar al-Assad to step down in favor of a unity government to calm a 10-month-old revolt in which thousands of Syrians have been killed.

Lebanese Foreign Minister Adnan Mansour criticized the League's move, saying its ministers had taken an "unbalanced" approach to the crisis by disregarding violence perpetrated by Assad's opponents.

Damascus has not rejected the League's decision to keep Arab observers in Syria one month longer, Mansour said, even though critics say their presence has not stemmed the bloodshed and only bought more time for Assad to crush his opponents.

Many Syrians remain defiant, however. Tens of thousands turned out in the Damascus suburb of Douma Monday under the protection of rebel Free Syrian Army fighters to mourn 11 people killed by the security forces, activists and a resident said.

Security forces, apparently keen to avoid a confrontation, stayed outside the area, where fighting had erupted overnight.

The Sudanese general who heads the monitoring mission said violence had dipped in the past month, contradicting accounts by Syrian activists who say at least 600 people were killed.

"After the arrival of the mission, the intensity of violence began to decrease," Mohammed al-Dabi told a news conference at the Cairo-based Arab League, saying the monitors had logged only 136 deaths on both sides since they began work.

"Our job was to check what is happening on the ground and not investigate it," said Dabi.

His role as chief monitor has displeased Assad's critics given that he has held senior military and government posts in Sudan, including in Darfur, where the International Criminal Court prosecutor says the army carried out war crimes and the United Nations says 300,000 people may have died.

Saudi Arabia, an adversary of Syria's ally Iran, undermined the mission's credibility when it withdrew its own monitors on Sunday, accusing Damascus of defying an earlier Arab peace plan.

CONSPIRACY

Responding to the new League plan unveiled in Cairo on Sunday, an official Syrian source told the state news agency SANA that the initiative, which told Assad to hand power to a deputy pending elections, was a "conspiracy against Syria."

"Syria rejects the decisions of the Arab League ministerial council ... and considers them a violation of its national sovereignty and a flagrant interference in its internal affairs," the source said. [ID:nL5E8CN04X]

Rami Khouri, a Beirut-based commentator, said the unusually bold Arab initiative was clearly "bad news" for Assad, one of a string of authoritarian Arab leaders to face popular uprisings in the past year. Three have been overthrown.

"The fact that Arab countries would propose such a clear intervention and essentially order him to step aside and give him a mechanism to do so is quite a dramatic sign of how much credibility and legitimacy he has lost in the region," he said.

The United Nations says more than 5,000 people have been killed by the security forces since an anti-Assad revolt began in March. The authorities say they are fighting foreign-backed "terrorists" who have killed 2,000 soldiers and police.

EU foreign ministers tightened sanctions against Syria on Monday, adding 22 people and eight entities to a list of banned people and groups, and said Assad's repression was unacceptable.

"The message from the European Union is clear," said the EU's foreign policy chief, Catherine Ashton. "The crackdown must stop immediately." [ID:nL5E8CN1XA]

Splits among the League's 22 members have complicated its diplomacy on Syria, but in the end only Lebanon refused to approve the latest proposal, although Algeria objected to taking the plan to the United Nations Security Council.

"TYRANNICAL REGIME"

Burhan Ghalioun, head of the main opposition Syrian National Council, welcomed the initiative, saying it "confirms that all Arab countries today consider the tyrannical regime of Bashar al-Assad to be finished and that it must be replaced."

The U.N. Security Council is also divided on how to respond, with Western powers demanding tougher sanctions and an arms embargo, measures opposed by Assad's longstanding ally Russia.

A Western diplomat said the tough Arab League stance would put more pressure on Moscow to drop its objections to Security Council action against the Syrian leadership. "The Russians are not putting all their chips on Assad," the diplomat said.

Joshua Landis, a Syria expert at the University of Oklahama, said the Arab plan would extract no concessions from Assad and that the Security Council had no alternative strategy to offer.

"Without the credible threat of foreign intervention, Assad continues to feel confident that he can contain, if not beat, the opposition," Landis said. "The United Nations is as divided over Syria as the Arab League is."

Qatar has proposed sending Arab peacekeepers to Syria, but no other Arab country has shown any enthusiasm for this.

Syria, keen to avoid harsher foreign action, has made several moves to show it is complying with the initial Arab peace plan, which required an end to killings, a troop pullout from cities, release of detainees and a political dialogue.

The violence, however, has raged on unabated.

The opposition Syrian Observatory for Human Rights said seven civilians were killed Monday and 12 the previous day.

Activists said an army deserter fighting for the Free Syrian Army had been killed in al-Quseir near the border with Lebanon.

SANA said three security personnel had been killed and 14 wounded in al-Quseir and one had died while trying to defuse a bomb in the eastern region of Deir al-Zor.

It said Brigadier-General Hassan al-Ibrahim and another officer were killed Sunday when insurgents shot at their car in Damascus province. He was the third brigadier killed in a week. It said 11 people were also killed in an attack in Homs.

Turks march in Paris to denounce genocide bill (AP)

PARIS ? Thousands of Turks have marched through Paris denouncing a bill that would make it a crime to deny that the killing of Armenians by Ottoman Turks nearly a century ago was genocide.

Turks waving their country's red flag marched on Saturday to the Senate, where the bill will be debated on Monday after passage in December in the lower house.

They carried banners reading "No to Sarkozy Shame Law" and "History for Historians."

The measure would make it a crime to deny that mass killings of Armenians in 1915 by Ottoman Turks constitute genocide.

Critics claim its real aim is ensuring votes for President Nicolas Sarkozy from French Armenians in the two-round presidential elections in April and May.

Ankara, irate over the bill, has suspended military and economic cooperation with Paris.

Congress withdraws anti-piracy measures

U.S. lawmakers stopped anti-piracy legislation in its tracks on Friday, delivering a stunning win for Internet companies that staged an unprecedented online protest this week to kill the previously fast-moving bills.

Senate Democratic leader Harry Reid said he would postpone a critical vote that had been scheduled for Jan. 24 "in light of recent events."

Lamar Smith, the Republican chairman of the House of Representatives Judiciary Committee, followed suit, saying his panel would delay action on similar legislation until there is wider agreement on the issue.

"I have heard from the critics and I take seriously their concerns regarding proposed legislation to address the problem of online piracy. It is clear that we need to revisit the approach on how best to address the problem of foreign thieves that steal and sell American inventions and products," Smith said in a statement.

The bills, known as PIPA in the Senate and SOPA in the House, are aimed at curbing access to overseas websites that traffic in pirated content and counterfeit products, such as movies and music.

The legislation has been a priority for entertainment companies, publishers, pharmaceutical companies and other industry groups who say it is critical to curbing online piracy, which they believe costs them billions of dollars a year.

But technology companies are concerned the laws would undermine Internet freedoms, be difficult to enforce and encourage frivolous lawsuits.

Public sentiment on the bills shifted in recent weeks after Internet players ramped up their lobbying.

White House officials weighed in on Saturday, saying in a blog post that they had concerns about legislation that could make businesses on the Internet vulnerable to litigation and harm legal activity and free speech.

Then on Wednesday, protests blanketed the Internet, turning Wikipedia and other popular websites dark for 24 hours. Google , Facebook, Twitter and others protested the proposed legislation but did not shut down.

The protest had quick results: several sponsors of the legislation, including senators Roy Blunt, Chuck Grassley, Orrin Hatch, John Boozman and Marco Rubio, have withdrawn their support.

In a brief statement on Friday, Reid said there was no reason why concerns about the legislation cannot be resolved. He offered no new date for the vote.

Reid's action comes a day after a senior Democratic aide, speaking on the condition of anonymity, said the measure lacked the 60 votes needed to clear a procedural hurdle in the 100-member Senate.

Swift reaction
The indefinite postponement of the bills drew quick praise from the Internet community, and ire from Hollywood.

"We appreciate that lawmakers have listened to our community's concerns, and we stand ready to work with them on solutions to piracy and copyright infringement that will not chill free expression or threaten the economic growth and innovation the Internet provides," a Facebook spokesman said.

Chris Dodd, chief executive of the Motion Picture Association of America and a former Democratic senator, said the stalling of legislation is a boost for criminals.

"As a consequence of failing to act, there will continue to be a safe haven for foreign thieves," Dodd said.

Way forward?
Lawmakers, technology companies and the entertainment industry pledged to find a way to combat online piracy and copyright infringement.

Reddit.com, a vocal leader in the protests and among the sites to go dark on Wednesday, said it was pleased the protests were able to slow things down, but said piracy needs to be addressed.

"We really need people at the table who have the technical expertise about these issues who can ensure that whatever bills are drafted have airtight, technically sound language, definitions and frameworks," the company's general manager Erik Martin told Reuters.

Reid expressed hope on Friday that Senate Judiciary Committee Chairman Patrick Leahy, who has been shepherding the bill through Congress, could help resolve differences in the legislation.

"I am optimistic that we can reach a compromise in the coming weeks," Reid said.

Leahy slammed the Senate derailment of the anti-piracy legislation as a "knee-jerk reaction to a monumental problem" but said he is committed to getting a bill signed into law this year.

There are already alternatives in the works.

Senator Ron Wyden introduced a bill last month that he said "meets the same publicly stated goals as SOPA or Protect IP without causing massive damage to the Internet."

Representative Darrel Issa on Wednesday introduced a companion bill in the House.

Issa said SOPA and PIPA lacked a fundamental understanding of how Internet technologies work. The technology sector has shown more optimism about prospects for Issa and Wyden's alternative bill, called the OPEN Act.

"It's a great starting point for discussion, and we're definitely very open to that," said Tiffiniy Cheng, co-founder of Fight for the Future, a nonprofit that helped organize the Internet protests against SOPA and PIPA.

Rapid Infant Growth Linked to Asthma in Study (HealthDay)

FRIDAY, Jan. 20 (HealthDay News) -- Rapid growth during the first three months of life is associated with an increased risk of asthma symptoms in preschool children, a new study indicates.

The findings suggest that early infancy might be a critical period for the development of asthma, said the researchers at Erasmus Medical Center in the Netherlands.

They examined data collected from 5,125 children who were followed from the fetal stage until they were 4 years old.

The researchers found no link between fetal growth and asthma symptoms. But in children with normal fetal growth, accelerated weight gain from birth to 3 months of age was associated with increased risk of asthma symptoms, such as wheezing, shortness of breath, dry cough and persistent phlegm.

The study appears online ahead of print in the American Journal of Respiratory and Critical Care Medicine.

Previous research has shown an association between low birth weight and increased risk of asthma symptoms in children. This is the first study to examine specific fetal and infant growth patterns on asthma risk.

"Our results suggest that the relationship between infant weight gain and asthma symptoms is not due to the accelerated growth of fetal growth-restricted infants only," researcher Dr. Liesbeth Duijts said in a journal news release. "While the mechanisms underlying this relationship are unclear, accelerated weight growth in early life might adversely affect lung growth and might be associated with adverse changes in the immune system."

She added: "Further research is needed to replicate our findings and explore the mechanisms that contribute to the effects of growth acceleration in infancy on respiratory health. The effects of infant growth patterns on asthma phenotypes [observable characteristics] in later life should also be examined."

Children And Lying: What To Do About It

Dear Susan,

My 4-year-old old granddaughter lies regularly. She makes up stories about things that couldn't possibly be true, looking you straight in the face as she tells something that is obviously a lie. I want her to grow up to be an honest person.?What can be done?

Signed,
Pinnochio's Grandma

Dear Pinnochio's Grandma,

There's nothing quite as charming as a straight-faced 4-year-old telling you about the trip they took to the moon on the back of a talking kangaroo while they ate candy that the Easter bunny gave them for the trip. One of the most endearing qualities about children this age is the fact that they have one foot in reality, and one firmly in the world of fantasy. A 4-year-old can look you in the eye and tell you they had nothing to do with that missing piece of cake with a face smeared with chocolate. Instead of scolding your granddaughter for "lying," try these strategies:

Don't use logic as a way to "catch" your granddaughter being dishonest. "No, you didn't talk to Santa on the phone about how granny was naughty for not letting you have candy for dinner!" Enjoy the moments when your little one weaves those far-fetched stories as proof that she is still, thankfully, living at least part-time in the world of her imagination.

Make it clear that some topics require her to be accurate with her facts. Try saying things like, "I know it may be uncomfortable to tell Grandma that you had an accident in your pants, but I have to know, and I promise that I won't get mad." Or "I know it's scary to tell your Daddy that you took your brother's action figure because he wouldn't let you play with it, but I will be less upset if you tell me than if you try to hide it..."

Make it safe for your granddaughter to confess to doing something she shouldn't have done. If she believes that she'll be hurt -- physically or emotionally -- when she does tell you the truth, you will essentially "teach" her that twisting the facts pays off.

Channel some of your child's creative juices into story-telling. Encourage her to narrate into a recorder. This activity will give her the thrill of hearing her imagination take flight. Help her understand that there's a time and a place where it's absolutely fine to play make-believe so she doesn't think that she can never wander in her fantasy world.

Preschoolers need to know that when you say, "Tell me what really happened", they must reach for the truth, but they also have to know that it's safe to reveal it. Just keep in mind that they are still at a stage where the truth is often mixed up with make-believe. So, don't come down too hard when your granddaughter tries to convince you that the fairies really did give her the chocolate bar that looks very much like the one that's missing from your purse!
