Video: Public campaign launched to defend Zimmerman



>> the attorney along with friends say they've known for ten years who spoke out on the "today" show this morning.

>> george zimmerman suffered a broken nose , injuries to the back of his head and signs of a scuffle, a grass stain on the back of his shirt.

>> george was acting as a neighborhood watch captain in a neighborhood that had been violated by a number of crimes. and that's why he was watching and saw someone that he didn't recognize.

>> with me now from miami, kendall coffey, u.s. attorney for the state of florida. thank you for joining us again. let me talk to you about some of the developments here regarding, let's start with the photograph. the first photograph as you well know of mr. zimmerman was 2005 when he was accused of assaulting a law enforcement officer . we now have a picture of him. i believe it is a work i.d. smiling very different there. tell me about the strategy you think is happening there.

>> obviously, zimmerman has been getting pounded in the court of public opinion so his attorney, perhaps, very appropriate way. if you're the defendants lawyer, you're trying to level the playing field . and the defense is mounting a counter campaign and he is doing it without having his client go anywhere near reporters or the tv camera . really good idea. so the lawyer is getting out there, talking about some of the details which include, according to him that zimmerman had a broken nose . that his head was gashed. he's also got a surrogate, not george himself, but that he is a good guy. it is not enough to change nick's mind but it may start to change the conversation a little bit so at least from zimmerman 's standpoint, people understand, there are some alleged facts on the other side.

>> let me ask you this. and i'm sure you do not know the answer but we both have eyes. we can see the friend that was presented is a person of color . obviously, race is a big part of this investigation. the friend saying on the "today" show that george zimmerman in his opinion is not a racist. would not act in that way based on race. is it a coincidence here that the friend is a person of color ? that the attorney has presented here for the public opinion ?

>> of course not. that's part of the strategy that the defense lawyer is launching, to try to say that zimmerman is not a racist. look at this friend of his. and meanwhile, there are other reports going on, news reports saying that there could have been an eyewitness. if there was an eyewitness that backs up zimmerman 's account, then that becomes much more significant, frankly, than what zimmerman 's friend looks like or what his lawyer has to say.

>> let me ask you, the eyewitness is an anonymous eyewitness here. if the police office order duty who shows up at this scene is taking this report or even later on, if this person then came to the police station , how unusual is it that the person would be anonymous in the police report .

>> i'm mystified as to why you would keep a witness's identification concealed at this point. and i'm also surprised that this came out a month after the shooting. one way or another, the reality will be that the special prosecutor appointed this case. forget what i'm saying on tv. certainly what zimmerman 's lawyers are saying. talk to that eyewitness, whoever he or she may be. that could be the key to whether george zimmerman faces serious charges.

>> we're also hearing new reports about what zimmerman 's attorney says that he was told happen. he said that zimmerman got out of the suv to follow trayvon on foot when a dispatch employee asked zimmerman if he was following the 17-year-old, which we know. he was told he didn't need to do. that we're told zimmerman turned around. he lost sight somehow of trayvon martin. he was back to his suv. he claims that he was approached from the left rear and then they exchanged words. and this is when he says, trayvon martin punched him and he had a broken nose . we should also note, he did not get medical day. now if these injuries were as serious as a broken nose , which if anybody has had one, they know that's not a walk in the park. would you as an attorney inquire as to why, a, we're just hearing this, and b, why did not he get medical attention ? this all started with the allegation of just wet t-shirt on the back. some kind of grass on his back.

>> plebnty of questions. there is a gap where we know that zimmerman was pursuing trayvon martin. then all of a sudden imaginally, zimmerman is the one being pursued. i'm very, very kept cal about that and it is very critical as to whether a successful self-defense will be presented someday if charges are brought to know who initiated the confrontation. who was really the aggressor here?

>> let me ask you real quick. i have to get your reaction to a new report that trayvon martin had been suspended from school after an empty bag of marijuana, which again, if it's empty, how do you know it's marijuana? we'll work to get more details on this. this empty bag. this school has zero tolerance . this again 30 days later is coming to light. his parents confirm he was suspended. what do you make of this? is this again a part of the attorney for mr. zimmerman or is this just digging into the background of trayvon martin? what's happening here?

>> whoever it is coming from, it completely irrelevant and the classic example of trying to put the alleged victim on trial. it is much more significant to look at what we've been seeing and reading about the background of zimmerman . not the least of which is the 2005 arrest for battery and resisting arrest of a law enforcement officer .

My business partner James Lochrie and myself were looking to start a new venture together. We talked about many different concepts but given his background in small business tax and my background in technology, specifically around sales, marketing and business development, we thought a small business accounting solution would be a great fit for our skill sets, and Wave Accounting was born.

Stump The Teacher: ASCD part one: Global Competency

I am attending my first ASCD Conference this weekend as part of the "Press Corps". As a result, I will be doing my best to keep up with blogging and tweeting from the sessions I attend as well as the numerous conversations that will inevitably take place.

The first session I attended was one guided toward developing 21st Century Curriculum. There was a heavy emphasis on preparing our students for living in the 21st century but also on creating globally aware and competent students.

Much of the early part of the session was?referencing?the work of Tony Wagner and Heidi Jacobs. Both Jacobs and Wagner write and speak a great deal about creating globally competent students. Wagner even outlines the Seven Survival Skills that schools should be teaching. They are:

  • Critical Thinking and Problem Solving
    • Are we as educators asking the right questions, or are we just concerned with the right answer?
  • Collaboration Across Networks and Leading by Influence
    • Are we providing opportunities for students to create and interact across various networks and groups of people?
  • Agility and Adaptability
    • When we strive to force kids to find the right answers are we stunting their ability to be?adaptive?and agile? Student naturally have these skills but lose them in the haze of bubble sheets and testing for the "right" answer.
  • Initiative and Entrepreneuralism
    • Do we allow students to drive their own learning and be innovative and creative??
  • Effective?Oral and Written Communication
    • When students write are we focusing on communication or the "rules" of writing??
  • Accessing and Analyzing Information
    • Can our student gather?information?and make meaning of it? As the very definition of information changes are schools keeping up and preparing students adequately??
  • Curiosity and Imagination
    • Will students be allowed to be curious and use their imagination in our schools? Many argue that schools aim to kill or crush these two valuable life skills.?

My takeaways from this session:

The biggest takeaway I have is in reference to Wagner's Seven Survival Skills. I think there is a great deal of merit in the basic ideas within them as well as the potential hazards of not adhering to them. If we want to prepare better citizens and not just better test takers, we need to address many things. One of those things is the idea of global perspective and competency. Our students can not afford to be taught and live in a "bubble" with out an idea of global awareness.?

Ray J Rep Says He Had No Idea Whitney Houston Was Using Cocaine

Just hours after the world learned that the Los Angeles County coroner determined that Whitney Houston died
 as a result of accidental drowning
 with cocaine use and heart disease as contributing factors, the finger pointing began.

Leolah Brown, the sister of Houston's ex-husband, Bobby Brown, went on the "Dr. Drew"show on HLN on Thursday night and made some salacious allegations aimed at Houston's frequent companion, singer Ray J. Leolah claimed that she saw Ray J leaving Houston's hotel room in a hurry on the night of her death in February. "I saw Ray J coming out of the hotel, hiding his head, being pushed into the car," she told Drew. "Why? I looked and I said, 'why is he hiding his face?' He's always trying to show his face when he's around Whitney. Why now? Why are you trying to hide now Ray J?"

She went on to allege that Ray J was never Houston's boyfriend, as widely reported, but that he was her "runner boy," and that he often fetched and gave her drugs. Drew said that CNN/HLN could not independently confirm Leolah Brown's claims.

But a spokesperson for Ray J denied the allegations, telling TMZ that he had no knowledge that Houston was using again before her death. Furthermore, the unnamed rep said Ray J was not even with Houston on the day she died, but was in San Diego.

While a final coroner's report is not due for two more weeks, the initial report claims that traces of cocaine were found in Houston's system at the time of death along with anti-anxiety drug Xanax, muscle relaxant Flexeril, marijuana and Benadryl, which officials said played no role in her death.

No cocaine was found in the singer's room when she died, but coroner spokesman Craig Harvey noted that cocaine metabolites were found in her system, leading them to conclude that Houston was a chronic user of the drug. A number of prescription pills were recovered in the Beverly Hills hotel room, but officials from the coroner's office said there wasn't an unusual amount of medication.

Lewis Hamilton hogged the limelight Friday by topping both practice sessions as he bids to ignite his championship charge with victory at the Malaysian Grand Prix.

McLaren's 2008 world champion, who is yet to win at Sepang, scorched to 1min 38.021sec in the morning drive and he again led the way on a stifling afternoon with a time of 1:38.172.

Seven-time world champion Michael Schumacher, whose Mercedes has drawn attention for its innovative "W-duct" rear wing, was 0.361 adrift in the second session with McLaren's Jenson Button, the season's early points leader, third.

Hamilton said he would push for his second pole position this year in qualifying on Saturday despite a couple of blips when he ran off-course.

"Around here, overtaking will be a little more possible than in Melbourne. Nevertheless, starting from the front will still be the best position for the race, and that's what I'll be going for tomorrow," Hamilton said.

"We've got to keep pushing, stay hydrated and remain focused -- there's a lot of hard work ahead."

Schumacher's team-mate Nico Rosberg placed fourth with Toro Rosso's Daniel Ricciardo fifth. Ferrari's double world champion Fernando Alonso was sixth ahead of Red Bull driver Mark Webber.

Red Bull's Sebastian Vettel, who swept to his second straight world title last year, had a quiet afternoon and wound up 10th, 1.23sec off Hamilton's pace.

"There is still a lot to do," Vettel said. "The tyres drop off (wear) quite quickly here, which is the same for all the drivers, but I think we are sliding quite a bit and I would like the car to be a bit more stable.

"We made a good step today, the potential is there, but we need to get to it. We will see what we can do tomorrow."

Hamilton qualified quickest at last week's season-opener in Australia but he eventually had to settle for third behind Button and Vettel, frustrating his bid to seize early control of the title race.

On a typically hot, overcast afternoon with temperatures of 31 degrees Celsius (88 Fahrenheit), Hamilton was quickly at the top of the field with a time of 1:38.921 inside the first 20 minutes.

Ricciardo turned heads as he bettered Hamilton's time by seven hundredths of a second, while Webber and Caterham's Heikki Kovalainen narrowly avoided touching wheels as they duelled on a tight right-hander.

Hamilton ran wide on his ninth lap but he came storming back to go fastest and he then lowered the time again to 1:38.617, despite locking a front wheel late in the lap.

Schumacher briefly headed the field around the hour-mark before Hamilton cut his mark by two-hundredths and then lopped it again to 1:38.172, a time that endured the last 20 minutes of the second practice.

Force India's Paul di Resta finished 13th after a braking problem forced him wide early in the session, and then a sideways slide which left him bumping across a wide expanse of grass beside the track.

And there was more woe for HRT's Narain Karthikeyan, who was too slow in qualifying to even start last week's Australian Grand Prix, when he span late in the session and lay second last.

Despite concerns from rival teams, officials have raised no objections to Mercedes' rear wing, which channels air-flow to cut resistance on the nose when the Drag Reduction System (DRS) overtaking aid is engaged.

Running back Michael Bush joins Bears

LAKE FOREST, Ill. (AP) ? Michael Bush is joining the Chicago Bears, perhaps to team with Matt Forte and give the team two hard and effective runners who can alternate punishing defense.

Or maybe in a more visible role should Forte hold out after he earlier was slapped with the franchise tag.

Bush played four seasons for the Oakland Raiders, gaining 2,642 yards (4.2 yards per carry) and scoring 21 touchdowns. The powerful 245-pound back had his most productive season in 2011, setting career highs in rushes (256), yards (977), touchdowns (7), receptions (37) and yards receiving (418). He mostly was a backup to Darren McFadden but had nine starts last season when McFadden was injured.

"I was told that the rotation will be very good," Bush said in a conference call after signing a four-year deal the Chicago Tribune reported was worth $14 million, with $7 million guaranteed. "I think there are enough carries to go around."

Forte, who sprained his knee in early December and missed the final month of the season but went to the Pro Bowl, has not been able to get a long-term deal from the Bears. He was given the franchise tag, meaning he will make $7.742 million next season if there is no new contract reached.

Forte went to Twitter to express his opinion of the signing of Bush, saying he had been "disrespected."

"There's only so many times a man that has done everything he's been asked to do can be disrespected! Guess the GOOD GUYS do finish last," his post read.

Forte finished 2011 with 1,487 yards from scrimmage and 997 rushing in his fourth season. He averaged 4.9 yards per carry. He was the first Chicago running back to make it to the Pro Bowl since Neal Anderson following the 1991 season.

Bush said he can relate to how Forte feels.

"It's just one of those things where you want to be rewarded for your success. I understand, but that has nothing to do with me," he said. "My job is to come here and play ball. If he wants to hold out, I know what he's going through. I'm just going to be there doing what I'm supposed to do."

Bush said he also visited the Bengals and was planning to go to Seattle before agreeing with the Bears. Re-signing with the Raiders wasn't much of an option because there not much communication.

"I haven't heard too much from them ..." he said, adding he understands the business side of football. "I'm not upset with them."

Under new general manager Phil Emery, the Bears have been busy. They traded with the Dolphins for talented but troubled wide receiver Brandon Marshall and they signed backup quarterback Jason Campbell along with special-teams contributors Blake Costanzo and Eric Weems.

They also re-signed defensive end Israel Idonije, defensive back Tim Jennings, tight end Kellen Davis, backup quarterback Josh McCown and safety Craig Steltz.

Circumcision tied to lower prostate cancer risk | Health Magazine


NEW YORK (Reuters Health) ? Circumcised men may have a slightly lower risk of developing prostate cancer than those who still have their foreskin, according to a new study.

The World Health Organization already recommends the controversial procedure based on research showing it lowers heterosexual men?s risk of contracting HIV, the virus that causes AIDS.

Last year, scientists also reported that wives and girlfriends of circumcised men had lower rates of infection with human papillomavirus or HPV, which in rare cases may lead to cervical and other cancers. And last week, researchers reported that African men who were circumcised were less likely to be infected with a particular herpes virus.

The new work jibes with those findings, but it falls short of actually proving that removing a boy?s foreskin will cut his future cancer risk, said Dr. Jonathan L. Wright, who led the research.

?I would not go out and advocate for widespread circumcision to prevent prostate cancer,? Wright, of the Fred Hutchinson Cancer Research Center in Seattle, told Reuters Health.?We see an association, but it doesn?t prove causality.?

The results were published Monday in the journal Cancer and add to the longstanding debate over whether boys should keep their foreskin.

Although most Americans men are circumcised, the procedure has become less popular over the past decade, and various groups have spoken out against it.

In September, the Royal Dutch Medical Association discouraged circumcision, calling it a ?painful and harmful ritual.? And a few weeks later, California Governor Jerry Brown struck down an effort to ban circumcision in San Francisco arguing it would infringe on religious freedom.

CANCER-VIRUS LINK?

For their study, Wright and his colleagues compared two groups of more than 1,600 men who had answered questions about their medical history, sex life and whether or not they were circumcised.

Half of the men had prostate cancer, while the other half didn?t.

In the cancer-ridden group, 69 percent of the men had been circumcised, while that was the case for 72 percent of the comparison group, suggesting a small protective effect of the practice.

Even after accounting for a host of other factors ? such as age, race and whether or not the men had been screened for prostate cancer ? those without a foreskin still had a 15 percent lower risk of the disease. Only men who?d been circumcised before they became sexually active were at lower risk.

The foreskin is prone to tiny tears during sex, which may help bacteria and viruses enter the bloodstream.

Wright said some viruses can trigger cancer when they get incorporated into human DNA. Another possibility is that sexually transmitted microorganisms could lead to cancer by causing chronic inflammation.

That might help explain the link found by several research groups between prostate cancer and various types of sexually transmitted infection.

One in six American men will get prostate cancer during his lifetime, although only a minority of them will die from the disease.

While some doctors advocate screening for the disease, the government-backed U.S. Preventive Services Task Force has released a draft proposal recommending against it.

Wright said his study ? the largest and most comprehensive of its kind so far ? was focused on shedding light on cancer development, rather than prevention.

?We need to do more work to try to understand this,? he said. ?Our overarching goal is to understand how cancer develops in people.?

(AP) ? Riot police set off explosions outside an apartment building early Thursday in an effort to force the surrender of a gunman who boasted of bringing France "to its knees" with an al-Qaida-linked terror spree that killed seven people.

As the standoff dragged into a second day, hundreds of heavily armed police, some in body armor, cordoned off the five-story building in Toulouse where the 24-year-old suspect, Mohamed Merah, had been holed up.

Just after midnight, three explosions were heard and orange flashes lit up the night sky near the building. An Interior Ministry official said the suspect had gone back on a previous pledge to turn himself in ? and that police blew up the shutters outside the apartment window to pressure him to surrender.

Hours later two new blasts and a burst of gunfire were heard, though officials said no full-out assault was under way. "It's not as simple as that. We are waiting," the Toulouse prosecutor, Michel Valet, told The Associated Press.

Authorities said the shooter, a French citizen of Algerian descent, had been to Afghanistan and Pakistan, where he claimed to have received training from al-Qaida.

They said he told negotiators he killed a rabbi and three young children at a Jewish school on Monday and three French paratroopers last week to avenge the deaths of Palestinian children and to protest the French army's involvement in Afghanistan, as well as a government ban last year on face-covering Islamic veils.

"He has no regrets, except not having more time to kill more people and he boasts that he has brought France to its knees," Paris Prosecutor Francois Molins told a news conference.

The standoff began when a police attempt at around 3 a.m. to detain Merah erupted into a firefight. Two police were wounded, triggering on-and-off negotiations with the suspect that lasted into the night.

As darkness fell, police cut electricity and gas to the building, then quietly closed in to wait out the suspect.

Authorities were "counting on his great fatigue and weakening," said Didier Martinez of the SGP police union, adding the siege could go on for hours. Street lights were also cut, making Merah more visible to officers with night vision goggles in case of an assault.

French authorities ? like others in Europe ? have long been concerned about "lone-wolf" attacks by young, Internet-savvy militants who self-radicalize online since they are harder to find and track. Still, it was the first time a radical Islamic motive has been ascribed to killings in France in years.

Merah espoused a radical brand of Islam and had been to the Afghanistan-Pakistan region twice and to the Pakistani militant stronghold of Waziristan for training, Molins said.

He said the suspect had plans to kill another soldier, prompting the police raid.

The gunman's brother and mother were detained early in the day. Molins said the 29-year-old brother, Abdelkader, had been implicated in a 2007 network that sent militant fighters to Iraq, but was never charged.

Wednesday's siege was part of France's biggest manhunt since a wave of terrorist attacks in the 1990s by Algerian extremists. The chase began after France's worst-ever school shooting Monday and two previous attacks on paratroopers beginning March 11, killings that have horrified the country and frozen campaigning for the French presidential election next month.

French President Nicolas Sarkozy, who has played up nationalist themes in his bid for a second term, vowed to defend France.

"Terrorism will not be able to fracture our national community," Sarkozy declared Wednesday on national television before heading to funeral services for the two paratroopers killed and another injured Thursday in Montauban, near Toulouse.

The suspect repeatedly promised to turn himself in, then halted negotiations. Cedric Delage, regional secretary for a police union, said police were prepared to storm the building if he did not surrender.

After bouts of deadly terrorist attacks in France in the 1980s and 1990s, France beefed up its legal arsenal ? now seen as one of the most effective in Western Europe and a reference for countries including the U.S. after the Sept. 11 attacks.

Sarkozy's office said President Barack Obama called him Wednesday to express condolences to the families of the victims and praise French police for tracking down the suspect. The statement said France and the United States are "more determined than ever to fight terrorist barbarity together."

In recent years, French counterterrorism officials have focused mainly on al-Qaida in the Islamic Maghreb, the North African affiliate of Osama bin Laden's network that has its roots in an insurgent group in Algeria, a former French colony.

Molins said Merah's first trip to Afghanistan ended with him being picked up by Afghan police "who turned him over to the American army who put him on the first plane to France."

"He had foreseen other killings, notably he foresaw another attack this morning, targeting a soldier," Molins said, adding also planned to attack two police officers. "He claims to have always acted alone."

Merah has a long record as a juvenile delinquent with 15 convictions, Molins added.

An Interior Ministry official, speaking on condition of anonymity, said Merah had been under surveillance for years for having "fundamentalist" Islamic views.

During the standoff, police evacuated the five-story building, escorting residents out using the roof and fire truck ladders. The suspect's apartment was on the ground floor of the postwar building, locals said.

French authorities said Merah threw a Colt .45 handgun used in each of the three attacks out a window in exchange for a device to talk to authorities, but had more weapons like an AK-47 assault rifle. Gueant said other weapons had been found in his car.

"The main concern is to arrest him, and to arrest him in conditions by which we can present him to judicial officials," Gueant added, explaining authorities want to "take him alive ... It is imperative for us."

Delage said a key to tracking Merah was the powerful Yamaha motorcycle he reportedly used in all three attacks ? a dark gray one that had been stolen March 6. The frame was painted white, the color witnesses saw in the school attack.

According to Delage, one of his brothers went to a motorcycle sales outfit to ask how to modify the GPS tracker, raising suspicions. The vendor then contacted police, Delage said.

The shooter has proved to be a meticulous operator. At the site of the second paratrooper killing, police found the clip for the gun used in all three attacks ? but no fingerprints or DNA on it.

Those slain at the Jewish school, all of French-Israeli nationality, were buried in Israel on Wednesday as relatives sobbed inconsolably. The bodies of Rabbi Jonathan Sandler, his sons Arieh, 5, and Gabriel, 3, and 8-year-old Myriam Monsenego had been flown there earlier in the day.

At the funeral ceremony, Myriam's eldest brother, Avishai, in his 20s, wailed and called to God to give his parents the strength "to endure the worst trial that can be endured."

Palestinian Prime Minister Salam Fayyad, meanwhile, denounced the deadly shooting attack at the Jewish school and condemned the link to Palestinian children.

"It's time for criminals to stop using the Palestinian cause to justify their terrorist actions," Fayyad said in a statement. "The children of Palestine want nothing but dignified lives for themselves and for all the children."

Before he was killed last year, bin Laden stressed the importance of focusing on the Palestinian cause. In what is believed to be a draft letter to al-Qaida's top lieutenant, the al-Qaida leader wrote about the need for the terror group's affiliates to tie their operations to broad concern for Palestine instead of local grievances, according to declassified documents obtained in last year's bin Laden raid that were reviewed by the Washington Post.

NEW YORK/STOCKTON, California (Reuters) - For decades, Stockton, California suffered a civic inferiority complex. Los Angeles had celebrities and sunny beaches. San Francisco was awash in tech futurism and post-pubescent billionaires. Stockton was the polyester, buy-generic cousin, a dingy commercial hub for Central Valley farms that was just far enough from the San Francisco Bay area to be an irrelevance for the state's coastal elites.

But then came the housing boom, and sorry Stockton practically started to strut. Its loamy farmlands - among the most fertile in the United States - gave way to shiny subdivisions. Middle-class families, priced out of the Bay area housing market, snapped up the new homes, happily trading extreme commutes for the suburban niceties of four bedrooms and a yard.

Mayor Gary Podesto, a colorful character given to slicked-back hair and Guys and Dolls suits, saw the sudden influx of developer dollars and property taxes as the key to an urban renaissance. He kicked it off with a plush downtown sports arena complete with a Sheraton hotel, and a swank redevelopment of the waterfront that transformed it into a showpiece to rival San Antonio's Riverwalk.

Sushi joints started opening up. Reiki masters moved to town. Stockton started to turn, well, Californian.

If only it could have lasted.

At the February 28 city council meeting, which ran for more than six hours, Mayor Ann Johnston started the proceedings by saying, "Lord, please help us."

A beat.

"Lord, we need your help."

Pending any divine intervention, Stockton would skip its next bond payment and enter negotiations with its creditors. The process could end with Stockton, population 292,000, becoming the largest U.S. city ever to file for bankruptcy. It has a little more than two months left to mediate with creditors.

Stockton is hardly alone in its suffering: across California and much of the nation, municipalities are struggling with plunging revenues, ill-advised labor agreements, soaring pension and healthcare costs, and too much debt. Stockton faces a deficit of as much as $38 million on its budget of $165 million, and is in its third year of fiscal emergency. Its retiree healthcare liabilities alone total more than $400 million.

But the crisis has been exacerbated by years of bad management, critics say. The economics of the arena didn't work out as promised and burdened the city with millions in debt. Then there were what one city official called the "Lamborghini" benefits for city workers: anyone who toiled for the city for as little as one month was eligible for retiree healthcare - for life. Their spouses got it, too.

Today, Stockton has 94 retirees with pensions of at least $100,000 a year. That's double the number in other Californian towns of similar size.

These luxe contracts with public-employee unions have proven wholly unsustainable: the police force has been slashed by almost a third, to 324 officers, and the city is pressing for further concessions even as the police union sues to get back what it has already lost.

Then there are the management gaffes that just keep coming: Last year, city officials discovered that they had made $15 million worth of math errors, including double-counting $500,000 in revenues from parking fines.

The poor decisions have been tiny and mythic - and have added up. During the boom, the city lured a celebrity chef to town by giving him a treasured, historic building rent-free for five years. Today it sits empty.

The city council also bought a new, high-rise municipal headquarters building for itself - at the peak of the market ? for $35 million.

But that is all over now. With or without bankruptcy, the fiscal crisis has destroyed Stockton's dreams of glory and left it with a grim litany of urban woes. Crime has skyrocketed, with an all-time high of 58 murders last year, landing Stockton on the FBI's top-ten list of most dangerous cities in the country.

Municipal services, from libraries to street lighting, have been eviscerated. Unemployment stands at more than 16 percent, compared to California's rate of 10.9 percent; when a new Krispy Kreme advertised for jobs last year, 400 people lined up around the block to apply.

The Stockton Shelter for the Homeless is now at 125 percent capacity, according to executive director John R. Reynolds, with 15 percent "right out of the middle class", he says, meaning they had owned a home.

Many of the new homeless are evicted families with children. "It's hard to tell your kids you're going to live in a homeless shelter," said Araiz Avalos, whose family got booted from their rental apartment in January after their landlord was foreclosed.

HOUSING BUST, EXTREME EDITION

It's hard to overstate the depth of the housing crisis in Stockton.

According to online foreclosure marketplace RealtyTrac Inc, Stockton last year had the second-highest foreclosure rate of all large U.S. metro areas, with 5.43 percent of all its housing units receiving foreclosure filings. Las Vegas had the highest rate: 7.38 percent, compared with a nationwide 1.45 percent.

Virtually new three-bedroom homes with cathedral ceilings, fireplaces, skylights and roomy backyards can now be had for little more than $100,000. House prices in Weston Ranch, one of the signature new subdivisions of the Stockton boom, have dropped from an average $450,000 in 2007 to around $100,000 now.

The city has started passing out citations to residents, many of them underwater and unemployed, threatening fees unless they paint their yellowing lawns green.

Barbara Partyka, who was working in Silicon Valley as a business systems analyst when she moved to Stockton in 2006, never imagined it could end like this.

She put 20 percent down on a virtually brand-new home with slate floors on a corner lot with a sprawling backyard and a deck overlooking a lake. It was $400,000. By 2007, she had a new job working as a business systems analyst at Washington Mutual.

By that time, the Stockton city council was spending freely, falling prey to the magical thinking of the moment: that this boom was somehow different, and would never turn to bust.

By 2009, though, it had all gone south for Stockton, and for Partyka. She was laid off by Washington Mutual - soon to be defunct itself - and went back to work for her old employer. Just a few months later, that job disappeared too.

"I sent out 80 resumes and I didn't hear one thing back," Partyka said.

In less than two years, the value of her house had halved.

The rest of Stockton's housing stock tanked even more, falling 75 percent from the peak. Soon the Repo Home Bus Tours were rumbling through town. A developer bought the new downtown Sheraton, for pennies on the dollar, and turned it into dorms for students at the University of the Pacific.

Many residents are now fleeing, and leaving their houses behind.

Partyka, 60, had no choice but to take a job in Minnesota.

But she was never able to work out anything with the bank to help her get a better mortgage, nor would the bank approve various short-sale offers. She's now in foreclosure.

Today, house prices in Stockton hover around levels seen during Ronald Reagan's time as president.

In the now-sleepy downtown, merchants fret that talk of bankruptcy will make a bad situation worse. "People come in here crying," Yvette Loberg, who runs a bakery near City Hall, said of city employees who spend money in the area. "It's crazy."

There is no end in sight. Celia Chen, an analyst with credit-rating agency Moody's Investors Service, predicts the housing market won't return to its 2006 levels until 2030. Economist James R. Follain, in a study of the real-estate bust, says it may never come back, comparing Stockton to "a ghost town from the Old West, a town that lost its reason for being".

That might be an overstatement. But for now, what was once the hottest job in town ? real estate agent ? is now arguably one of the toughest. "It's hard," said Stockton property agent Sheri Midgley, whose schoolteacher brother recently quit and left town because of the cuts.

"For a while, everybody came. As soon as prices fell, though, everybody went back home."
