Is it difficult to adopt a toddler from foster care non-special needs ...

Question by : Is it difficult to adopt a toddler from foster care non-special needs?
Please understand that I?m a complete novice with the foster care system, but rather than adopting internationally, we are also considering looking at the foster to adopt program. We have previously avoided this as an option thinking that our only real choice here would be waiting children (and we know that in the US our waiting children have special needs sometimes beyond what WC might be listed as internationally).

Please share your experiences if you have adopted from foster care and specifically if you adopted a young child (infant ? toddler). How smooth was the process? Problems with parental right termination? Difficulties with attachments, etc?

All children in foster care have special needs, removal from family and living in the foster care system creates attachment and abandonment issues
